Ungovernable?

Lefty commentator Matthew Yglesias pronounces the United States to be "ungovernable". He writes:
The smarter elements in Washington DC are starting to pick up on the fact that it’s not tactical errors on the part of the president that make it hard to get things done, it’s the fact that the country has become ungovernable.

We've heard this before -- during the Carter administration when widespread public opposition blocked an attempt to foist left-wing policies on the country. As soon as Ronald Reagan, a president who was actually in tune with majority opinion, the myth of ungovernableness was rapidly dispelled. As soon as President Palin takes office I suspect that the country will become much more governable.
