Hostages and Casualties in Iraq

John Rosenthal over at Transatlantic Intelligencer charts the relationship between ransom payments for hostages and civilian casualties in Iraq. It is clear that there is a strong positive relationship. The results suggest that hostage taking has become a major way of financing acts of terrorism. Terrorists take hostages, western governments give them millions, and the terrorists use the money to kill Muslims.
