AP reports that Raul Castro has suddenly replaced a number of top officials who had been close to his brother Fidel.

Questions abound -- was this a coup or an attempt to forstall a coup? Raul says he is just streamlining the bureaucracy by consolidating agencies, but is this just a convenient excuse. Or, has he become as disillusioned by bureaucratic inertia as American Presidents have been. Experts also make the point this this does not necessarily foreshadow a change in US-Cuba relations. But it could. And just where does Fidel fit into all this?
